Why we are involved in COOPENERGY

Our aim is to revise the regional Sustainable Energy Action Plan (SEAP) which was created in 2009 and to develop the Multi-Level Governance process by using the experience gained from working alongside COOPENERGY partners. We also want to define the financial mechanisms that will be required to support the development of sustainable regional energy plans.

We will share our experience of developing and implementing local and regional SEAPs and of regional energy management.

What we want to achieve from COOPENERGY

Our aim is work with COOPENERGY partners to strengthen the cooperation between local and regional authorities in order to establish more effective models of governance in implementing both regional and local SEAPs. We also want to work with European partners to develop and share best practice examples of delivering sustainable energy plans across local and regional European authorities.

New working group on energy planning and governance was established in the Zlín Region

New working group consisted of experts in various areas of the energy sector had its first meeting in the premises of the Zlín Regional Office on 19/12/2014. The members of this so called “Energy group  of the Zlín Region” are the representatives of the Zlín region, municipalities of the Zlín Region and stakeholders in the areas of the waste management, energy supplies, environment. 

First meeting of the Energy Group, Zlin RegionAmong the main tasks of the Energy group belong the improvement of a cooperation between the public and private sector as well as between the region and the municipalities in increasing the energy efficiency utilisation of energy resources, sustainable and safe supply of heat from the central heating systems in the area of the Zlín Region, improving the quality of the buildings through the reasonable retrofitting and reconstruction of heating system, searching for an effective utilisation of RES in public sector, in private sector as well as in the households and, last but not least,  updating the Sustainable energy action plan of the Zlín region for the period till 2020, in the broader terms then setting up the long terms target of the energy policy of the Zlín Region for the next 20 years.

The energy group was established as a result of the COOPENERGY project in which the Energy agency of the Zlín Region is the project partner for the Czech side. The head of the Energy group is Jaroslav Drozd, the deputy governor of the Zlín Region. The whole Energy group has 19 members and they all were named as members of the group by Stanislav Mišák, the governor of the Zlín Region.

Working group meeting in Holešov Working group meeting in Holešov – Coopenergy joint actions

The meeting of the working group for the implementation of the joint action in Holešov met on 15/01/2014 with the presence of Miroslava Knotková, the director of the Energy agency of the Zlín Region (EAZK). The working group of the Holešov municipality consists of the representatives of the Holešov town council as well as the representatives of municipal office responsible for town strategic development, environment and energy planning.

The working group was introduced the project Coopenergy as well as other activities the Zlín region, respectively the EAZK is carrying out in the field of energy planning, energy efficiency and RES utilisation. The EAZK was established with the purpose to provide an advisory to the Zlín region and the municipalities of the Zlín region in order to  identify the needs in the field of energy planning and implement the energy policy of the Zlín Region incorporated in the Energy concept of the Zlín Region and its consequent Sustainable energy action plan.

In the second part of the meeting the possible ways of cooperation within the COOPENERGY project were introduced to the Holešov working group, with the special focus on the update of the sustainable of the energy action plan of the Zlín region. Some good practice examples of the cooperation in the energy planning from the former EAZK projects were introduced as well. The meeting was evaluated by the working group as very helpful, the Holešov working group showed a big interest to take part in the activities of the Coopenetgy project, especially in the field of Joint actions, i.e.:

  • Joint development plan between the Zlín region and the municipalities for increasing the energy utilisation of the communal waste from the landfills in the Zlín region
  • Joint procurement process between the Zlín region and the municipalities for purchasing bulk energy and providing energy efficiency services

After the meeting the town of Holešov decided to join the project Coopenergy also formally which resulted into the signature of the Memoranda of Cooperation (MoC) between the utilities of the Holešov town and EAZK on 31/01/2014.
